Broadcasting is a regulated activity almost everywhere in the world. How regulation is carried out by the regulator is prescribed by law. In Mauritius the Independent Broadcasting Authority is the regulator for this sector. How far has the regulator been able to deliver on its mandate as defined by the IBA Act is a key issue, bearing in mind the political, economic and social environment of the country? Issues of independence or capture by the political power, technical and content regulation, and the licensing process impact substantially on the effectiveness and credibility of the regulator in the exercise of the regulator’s powers.

Is the power of the media of any consequence in the regulator’s effectiveness?
